Fair Use Laws are laws set up to protect the use of copyrighted works in instances such as parody, review/criticism, news reporting, education, and limited time use (tiny bits of time when giving an example). This is done because the copyright time has been extended so long, works may not ever get into the public domain.
Two instances when Fair Use Laws would not matter is in instances when 1) the work was purchased and 2) when it was in the public domain. When a work is purchased, or the right to use it is purchased, the owner has the right to use...has paid for the right. When a work is in the public domain, ANYone can use it at any time...it is free to all.
